Please note some key dates and action items related to establishing regulations for recovery houses.
As you are aware, Act 59 of 2017 (Act 59) directs the Department of Drug and Alcohol Programs (DDAP) to license or certify drug and alcohol recovery houses that receive governmental funding or referrals.
Some additional things you should know:
DDAP is developing a certification program.
Act 59 requires the above recovery houses to be certified by June 17, 2020.
Act 59 also requires that recovery houses be certified within 180 days of the adoption of final recovery house regulations. Taken with the previous bullet, this means that DDAP will have to adopt final recovery house regulations on or before December 20, 2019.
In the near future, DDAP will issue a Request for Proposal (RFP) that seeks to find a qualified entity that can assist in certifying recovery houses.
Will be following up with additional emails as information becomes available, including the timing of regulations, as well as the RFP process mentioned above.
I encourage you to share with colleagues as appropriate. You can sign up for future emails on recovery houses on DDAP’s website at: http://www.ddap.pa.gov/Pages/Recovery-House-Licensing.aspx.
